If you've updated the Block's definition as a Block called room-tag-CD inside a drawing with the same name, and you're trying to Insert that drawing as a Block definition update, that would explain the circular reference. And presumably it is still a dynamic Block within that drawing, even if a drawing when Inserted as a Block can't be dynamic. I'm not at my place with dynamic-Block capability at the moment, so I can't check it, but try this: Use the AutoCAD Design Center [ADCENTER or just ADC command] instead of the Insert command. Navigate to the room-tag-CD drawing, and call up its list of Blocks. Right-click on the room-tag-CD Block name, and pick Insert and Redefine. I'm hoping that will not only eliminate the self-reference but also maintain the dynamic-ness of the Block definition. Welcome to these Forum!
It sounds like the Block must be nested in another Block definition, you're bringing the 'outer' one in through ADCENTER, and after Exploding it the 'inner' [nested] one becomes available to work with. To check, open the drawing that you've navigated to in ADC, Insert the Block there if there isn't one already Inserted, and see whether you also need to Explode that to get at the smartness. If you do, and the smartness is contained in a dynamic Block that remains after the Exploding, then bring that one into your other drawing via ADC, not the one that contains it. Apparently this issue happens when the block has the same name as the file, therefore open the file which contains the block or dynamic block, enter in the command line 'rename' and change the name, eg. DWG File name and block name was Bed Plan, change the block name to Bed_Plan.
